Default The bear?

It used to be that the bear's slow attack speed made its DPS lower due to damage cap. My friend's telling me they removed this. is this true?

Polar Bears and Jingle Bears don't have it (they never did). I don't recall Bestial Mauling (which causes the slower attack rate) being removed from Black Bears (and wiki still lists it) so I would say your friend is wrong.

Black Bears do indeed still have Brutal Mauling. So they still have lower DPS since the skill does not add damage but still has a cast time.
Polar Bears and Jingle Bears do not have this skill, meaning they have the same DPS as all other pets of equal level and evolution. However, I have observed that polar bears and jingle bears seem to have trouble switching and finding targets compared to other pets. The cause for this delay is unknown.

It's not a reliable skill to utilize, since you can't control when your pet uses it. You'd have to do a lot of adrenaline counting and careful timing to even get close to making good use of this function.

it only works on a handful of command skills and a couple motivation arias that specify "allies" in their range. They had to nerf a lot of them for GvG so that a lot of them only affect "party members".

Specifically, these are all the paragon skills that synergize with black bears:

anthem of disruption
anthem of envy
anthem of guidance
anthem of weariness
crippling anthem
anthem of flame
song of purification
song of restoration

WRONG. Some of those only work on party members:
Anthem of Guidance
Crippling Anthem
Anthem of Flame
Song of Restoration

Crippling Anthem says ally.

You're right about the others, though. Jeez, was my sleep deprivation that day really bad enough for me to misread the descriptions on those skills?

Ahh but Pets are bad anyway so why bother?

If your reason to go for a bear is just better dps or some advantage dont

If your finding bears cute go for it
